The Surtaxes.

Efforts made by the Commission in the fall of 1924 for the reinposi tion of surtaxes on the customs for relief work among the several pro- vinces flooded at that time, did not, due to insurmountable difficulties, hear fruit until November 1925, when the suggested surtaxes began to be collected by the customs. The collection sted four months, Nov. ember 1925 10 February 1920, realizing a Lotni Belan of three million dollars.

Small Grants,

Just to illustrate the fact that geent benefits may be derived from moderate sums of money, if wisely applied, we relate here a few onl standing instaners.

Early in the year, a sun of $15,000 was granted, as a loan, to the people

in Tacheng Hsien, Chibli, for the repair of breaches in the Tseyaho dike. Engineers were assigned to assist in the work, The repaired dike protected 200,000 m of agricultural lands, whose first crop alone has been estimated to be worth one million dollars.

The Shib-lu Irrigration Project. Another instance illustrating the value of wise application of funds to productive enterprises, is the irrigation project, to be developed this spring outside of Peking city wall. Only in this case, a larger amount than that just cited will be involved.

The Yungtingho has been called by the farmers the spendthrift of the Empire." But when the Shihlu Irrigation system is developed and utilizes its water, this proverb would no longer be true, at least as far as the irrigation district is

concerned.

Progress In Co-operative Work Apparent.

A steam winch and a crane have abeady been installed at the dam site and they are being used for unloading machinery, etc., on av rival there.

A large number of Hume pipes to be used in the construction of culverts have also, arrived at the dam site where various construction work is in progress.

There is at present nefect road communication to the dam site, but the work in that connection will so be undertaken. At present communication overland is by rond up to the sixteenth mile from where one has to follow a track through Sungei Biong Estate and then traverse a jungle path before the site is reached.

Several mare engineers and other terhnical men have arrived to strengthen the existing staffe of the Company and of Topham, Jones and Railton, Ltd., the contractors. The Malay villagers in the Mukim of Chendrong, which will be flooded when the dam is completed, will be moved to another site which the Government has already reserved for their reception.

Steam Plant At Malim Nawar. Preliminary work has also been done in regard to laying out a site for an auxiliary power station at Malim Nawar, which is now rapidly growing mining centre where a large number of dredges are in operation in addition to the nume rous Chinese mines.
