HIGHWAY OVER
NEW YORK.
200,000 PEOPLE ON MOVING PLATFORM.
€132,000,000 PLAN.
New York.
The Hanging Gardons of Baby- | lon are to be emulated in an ultra- modern setting by the future Metropolis of New York, if plans formulated by some of its greatest engineers and architeels are ever realised.
The proposal is nothing more nor less than to relieve the almost un- endurnåle congestion of its abrenta by constructing at gigantic cost
the mammoth roof highway of broadest proportions extending six- teen and a-half miles from Battery Park over Manhattan island to the city of Yonkers.
The author of this grandiose scherpe is a noted consulting en- gineer, Mr. John K. Hencken.

The Moscow Lavestyje reveals a terrible picture of the sufferings of homeless children all over Soviet Russia.
The conception of a great nerin roadway, with ample space for two immense vehicular roads and a It draws attention to the fact. tree-bordered promchade for pede that officials have entirely neglect- strians between them, provides, ed to solve the problem of the however, only one of many sonsa vagrant child" and that in many tional features in Mr. Hencken's districts they are closing down the project, which aims at securing to special homes which were establish. the future generations of New Yorked to help the vagrant and criminal the utmost degree of comfort, mobi- child to become a useful citizen. lity, and healthy surroundings.
In all these places it is found Mr. Hencken calls for the inveat that the number of these children ment of £132,000,000 for land and has grown and that the streets are buildings along his projected high-literally full of them day and way. He would acquire properly | night. 425 feet in width; erect upon it, or transform existing, buildings to occupy a width of 120 feet, and construct on either side of theas buildings Rew avenues.
Beneath the whole length of the structures under the street level his plans provide for four railway tracks for goods service. The two centre tracks are to be for running and the two side ones are to be alongside a continuous platform for loading and unloading.
Moving Platforms.
The idea is to arrange with the New York Central Railway to ex- change for these tracks its freight lines now running through the open streets in what are known as death-avenues," thus liberating Eleventh and Twelfth-avenues and
Riverside-drive for other traffic.
With thirty-three miles of plat forma immediately beneath future warehouses and business houses of New York, it is calcul ated that the movement of freight would be immensely expedited by these sub-basement railways, which would be approached by tunnels under the Hudson River and pro-
the
vided with numerous exits at con-
venient points. Above the railways the mezzanine floor is to be devoted to office space with ample room for a package freight system.
The first floor is to be in the form of an arende, with shops, a 10ft wide pavement for pede- | strians, and a 50ft. wide roadway for vehicles.
The second floor is planned for shops, restaurants, and booths, but is also to be equipped with a series of seven moving platforms of dif ferent speeds ranging from 3 to 21 miles an hour. The fastest of these moving platforms is to have a seat. ing capacity for 200,000 passengers, who are to be transported free of charge.
