Pei Chung Hsi, Commander-in- Chief of the Revolutionary Army at Shanghai, in the course of an interview; stated that the polity- of the Nationalist Government is that аду foreign nation which trests. us in a fair manner will be treated likewise. The Kuomintang Party has long main- tained that the foreign Settlements in Shanghai should be restored to them, but most Chinese people are in doubt about this problem.
Hankow and Kinking. Foreign Settlements at Hankow and Kinking have already been restored. Since the May 30th inci- dent people have reason in protest- ing against the Imperialists. With in a few months the Revolutionary Army conquered Hankow and Kis- Kinng, whence we came to Shanghai. With a view to preserving their influence in China the Imperialists have found it necessary to unite in order to resist the Revolutionary
"Army.
The Chinese militarists who are tools of foreign Imperialists have not yet been overthrown. The Im perialists are still doing their ut most to instigate them to ight against the Revolutionary Army. It is, therefore, of the utmost - portance for the leaders of the Nationalist Army to exercise great care in dealing with foreigners. If the Revolutionary Army is to avoid vigorous measures there must be sacrifices.
Commander Pei stated that be was of the opinion that all diploma- tic matters should be placed in the hands of those officials attached to the Ministry of Foreign Affairs. The erection of the barbed wire barricades by the Settlement authorities, thereby causing the sua- pension of traffic, will cause the Chinese p
people to detest them. Pei sing informed those present that the incident at Nanking was caused by the ignorant masses and soldiers, other than those of the Revolution- ary Army. He expressed the hope that no similar occurrence will take place in Bhanghai-Shanghai Mer-

Communist Blood Everywhere, Ever since our Party co-operated with the Kuomintang Party, wo have never cessed urging our com- rades to do their bit, whether in political propagands or in fighting. at the front. The result is that there is not a prison without Com-, munista, nor an execution groua:) without the stain of Communist blood. During the fighting in Wu- chang, Nanchang, "and Fayang. there were many Communists who sacrificed their lives. We can be sure that although we may not have done much for the national revetu- tion to deserve merit, wo have nej- ther made any big mistakes.
In his speech on the 14th anniver sary, Chiang Kai Shek spoke of correcting and restraining the Com- münist Party. Chiang's reason for interference is that the Communists. have oppressed, the members of the Kuomintang. If such is fact, then not only ought they to be corrected and restrained, according to the re- gulations, but they should be judg“ ed by the highest organ of our The Imperialists' Device.

Therefore, they, against the resolutions concerning and especially Japan, hate directed this matter? If these rumours had only been confined to the Imperialists and the #militarists as propaganda, we would naturally have thought thein ridiculous, but within a month "the reccnciliation of North and South to oppose the Reds" became the talk of the newspaper world. Such A passage has been inserted in a Japanese paper lately:

members in Kwangtung, only three are Communists, while of the nine in Kiangai, there is only one Com- munist. Who is the oppressor?
Chiang himself once said:
"When a resolution is passed, or. an order given, or a man appoint ed, many associates would come to me and ask which Committee mam- ber suggested it and whether this member belongs to both parties."
