A message from a Chinese News Agency in Shanghai, received, yesterday afternoon, stated briefly:
HANKOW AGREEMENT SIGNED AT 4 O'CLOCK ON MONDAY AFTERNOON.
It was generally understood that Mr. O'Malley and Mr. Eugene. Chea were meeting on Monday for their final conference. Had agrecmcas not been reached Mr. O'Malley would have left Hankow and diplomatic intercourse with the Nationalists would have been broken. That would have meant that war had been brought one. -step nearer, for Great Britain would not have left the Hankow
Concession in the hands of the Nationalists indefinitely.
It is reported that the agreement signed lays it down that the Concession is to be returned to the British Municipal Council The principle having been established that the Chinese will not be allowed to seize British property either by force of arms or through the excesses of the mob, the Concession' will now be formally handed over to a Sino-British Municipal Body. The new Council - will be elected by the ratepayers and all funds raised will be spent in the Municipality. There will be a joint Sino-British audit of accounts and ratepayers will have the right to settle, the budget.
