PRIME MINISTER'S REVIEW OF THE FACTS.

TROOPS MAY STAY IN HONG KONG.

During the course of the debate on the speech from the Throne, Mr. Ramsay MacDonald expressed the opinion that the Govern- ment were entirely in error in making provision for the defense of" Shanghai. He feared the effect of the despatch of troops would be to unite Chins against us.

The Prime Minister, in reply, emphasised the impossibility of guaranteeing the safety of British lives and property except by force of arms, and referred pointedly to the Hankow incidents.

The strength of the fores to be landed would depend on the local situation. If there were no signs of an emergency the leading brigade would remain at Hong Kong for the time being. (THROUGH MEUTER'S LORNOY.]
