All nations with a stake in this country are realizing the' necessity of taking measures to defend, by force of arma if neces- sary, the International Settlement at Shanghai. The American. Government has issued an appeal to Marshals Chiang Kai "Shek and Chang Tao Lin to guarantee that Shanghai shall kept out of

the fighting-area. Americs, it will be remembered, has a large....... fosco, baral and military, ready to act il necessary. An offer tu bear a part in future negotiations is apended to the appeal and this sign of American co-operation is warmly welcomed in London.
