The policy of the Nationalist Government is outlined in the official statement given below, the publication of which was authorised by Mr. Eugene Chen in Hankow on Sunday."

The declaration asserts that Great Britain or any other Power," has nothing to fear when China is under nationalist leadership and rule and recovers her lost independence. But to-day, it states, the effective protection of foreign life and property in China does not stand and can no longer rest upon foreign bayonets and foreign gunboats. The arm of Chinese nationalism-the economic weapon-is more puissant than any engine of warfare" the foreigner can devise.

The Nationalist Government declares its readiness to negotiate separately with any of the Powers for a settlement of treaty or other cognate questions on the basis of economic equality and mutual respect for each other's political and territorial sovereignty.
