What the "Observer" Thinks. The Government's cautious policj with regard to China is commended in to-day's (Sunday's) Oberver: which rebukes Conservative critics who are girding at the Govern ment's patient attitude. The paper expresses the opinion that the Bri- tish Government never did a wiset thing than "ail its colours to the mast." This policy of recognising the fact of a new China, but main- taining the status quo until China is in a fit state to discuss treaties, is far-sighted and is bound to reap its reward.
