My dear young friends, The Editor is courteously conveying

Because it's far too cold to type, up here where I am staying,

You see, my home is up among the North Pele's'snow and icicles,—

I dress in furs and wool when out I go,

-CHEKIANG'S - POSITION-

EXPLAINED.

LOCAL AUTONOMY THE OBJECT.

Mr. Chu Eu Chang, Speaker of the Senate and one of the leading spirits of the Federation of the Three Provinces of Kiangsu, Chekiang and Anhui, in the course of an interview with a re- presentative of the N.-G. Daily News,

said that to one outside the political

arena the situation in Chekiang must appear wholly mysterious and it was necessary to obtain an insight of the conditions prevailing and the diferent political forces at work. The latter could te divided into three sections, viz., the Southerners at Changshan, the Chekiang forces in the vicinity of Hangchow, and the Allied troops stationed along the Shanghai-Hangchow Railway and the Kiangsu-Chexiang borders.

Klangsi-Chekiang Border. The Southerners' main forces, Mr. Chu said, had arrived at Changshan, a town on the Kiangsi-Chekiang border, about 500 by water, and 300 li overland, through mountain passes, from Bang chow. Owing to poor means of com- munication and the lack of sufficient junks to transport troops down the Chientang River, the Southerners Tound it difficult to come down river to join hands with General Chow Feng Chi, the Allied general" who commands the 3rd Division and who is said to have deserted

In view of such conditions, he said, war was inevitable and he was inclined to think that the first clash would take place, not around Hangchow or along the Shanghai-Hangchow litc, but near Changchow, on the Shanghai-Nanking Railway. Hangchow might be taken as a route station but not as a base, as the city was open to attack from all sides.

Attempt that Falled.. During the recent care regarding the capture of Hangchow, Mr. Chu said, General Chow and two regiments, accom panied by a small band of Cantonese in mufti, actually entered the city but, upon seeing that they had too small a force to cops with the large number of loyal al lied troops, it was decided to withdraw and avoid any risk. General Chow then withdrew Fuyang to await the arrival of the main Cantonese force.

"Of course," Mr. Chu explained, "It was not against the Allied forces alone that they would have to fight, but against the Shantung-Fengtien forces as well, sa no action will be taken until the south- erners arrive at Tayang On the other band, the Allied troops are being posted along the Hangchow railway in large numbers and the Shantung troops, are drifting incessantly into Nanking.
