During the past few weeks, however, fresh tide of rumour has swept over this community, beginning with the talk of a Red concentration on the Man- churian frontier and leading up to quota lions from an alleged document, said to be a secret treaty between Soviet Russia and Japan. These stories come from sa many responsible sources that it is time they had a public airing if only for the purpose of stimulating inquiry in Japan and of laying a persistent spectre.
First of all, 'It is now fairly certain. that the rumour of a Red invasion of the Chinese Eastern Railway zone was spread by the Bolshevist agents them Belves. It it confessedly a scheme to divert Chang Tso Lin's attention and, during the past ten days, has bad some- thing of that effect. It is known now, however, through reliable communica tions from Harbin that orders have come from Moscow to the Far East to put an end to this propaganda and to menacing movements of troops, for the time being, in view of the recent understanding with Japan, so that Japan may not be sus- picious of Russia's good faith. Nothing more is to be done until General Lase vitch, new Russian Vice-Director of the C.E.R. assumes office. This, it may be remarked in passing, is the only reliable corroboration of the existence of the much quoted Soviet-Japanese agreement.
Supposed Terms of Agreement. The following are supposed to be some of the terms of the agreement.
Vladivostok is to be opened as a free port for Japan only.
Russia agrees to the commercial deve- lopment of Possiet Bay by the Japanese. All facilities are to be given Japan for the purchase and export of raw ruaterials, ores being specifically mention- ed, from eastern Siberia and the import of manufactured articles.

CAUTIOUS CHANG TSO LIN.
NOT GOING TO PEKING.. Marshal Chang Tso Lin has postponed his trip to Peking indefinitely, according to latest Tientsin advices, says the Peking and Tientsin Timer. Although the radicals are in favour of Marshal Chang taking full control of the Central Administration, General Yang Yu Ting and the moderate members of the Feng- tien party strongly advise the old Mar- shal to remain in Tientsin and devote his attention to the military problem, leaving political: affairs as they are for the time being.

The agreement takes cognizance of the understanding arrived at between the U.S.S.R. and the Nationalists, by virtue of which Soviet Russia is eventually to be granted the same degree of control over the Chinese Eastern Railway and the railway zone as that formerly enjoyed by the Imperial Russian Government, in exchange for which restored privileges, all loans to the Kuomintang régime charges for ammunition, military stores and support in other forms, stores and, support in other forms, are to be cancell ed. Japan concurs in this arrangement. Japan will join with Russia in secur ing the ascendancy of the Nationist- Government in China and in securing its recognition internationally as the Gov ernment of China.
To further the Nationalist cause, Japan will furnish campaign funda, if required, to a total amount of Yen 30,000,000 Dollara or Boubles (variously quoted), to be expended through Boviet agents for purpose to be specifically agreed upon.
