QUESTIONS TO BE ASKED AT TO-MORROW'S "MEETING.

There will be's meeting of the Sanitary] A Commission of Inquiry has been.) appointed by order of H. E. the Governor Board to-morrow afternoon, and pursuant (Sir Cecil Clementi, ECMG) to in- to notice, Mr. J. P. Brags will ask t vestigate the piracy of the China Navi gation Company's steamer the Sunning. The terms of reference are divided into four main headings, and the Com mission is to comprise ar members, with the Hon. Mr. E R. Hallitar as Chair- man. The proceedings of the inquiry, aramination of witnesses, etc., will be held in private, and the report and re- commendations are to be made as early as possible.

The proclamation ordering the inquiry appears in the current issue of the Government Gazette.

In part the proclamation states that by the second section. of the Com- missioner Powers Ordinance, 1886, it is macted that the Governor in Council shall have power to nominate and up- point Commissioners under the public scal for the purpose of instituting, making, and conducting any inquiry that may be deemed advisable and for the reporting thereon.

The proclamation continues that the" Governor in Council has deemed it fd-| visable that an inquiry should bejz. held concerning the circumstances under which the Sunning was seized by pirates on November 15th, while on the voyage from Shanghai to Hong Kong and in particular :----

(a) to inquire how it was possible for the pirates to get on board the steamer with arms in their

posses- sion;

(e) to inquire how it was possible for

the pirates to seize the ship; (e) to consider the efficiency of the Gati-piracy fittings in the ship and to make recommendations as to al terations and additions, if any, that may be deemed necessary in the as Sunning or other sea-going ships; and (dy to consider the supply of armed guards, the number to be carried and their administration. -Members of the Commission. H.E the Governor has appointed the following gentlemen" as Commissioners for the purpose of conducting the inquiry:-

In corection with the Scheme of Improvements to Kowloon Point, mentioned in the course of the recent Budget debate, in the Legislative Council, and the proposal to rebuild the ricksha coolie shelter, will the Government consider-
