revolution is to mean what it was intend- ed to mean, a change in the spirit and form of government. The probability is, however, that no general will prove poworful enough to bring about unifica tion by force of arms and that this method of procedure, if insisted upon; will retard progress indefinitely. While militarists wield "the power, in various areas, even though those areas may be under the nominal control of a civil ad ninistration, there will always be jealousy and frequent attempts to widen the sphere of individual influence. Regional government, based on the power of the people, is the quickest road to travel and Canton would do well to set the example
