Mr. Keeton rightly observes that one of the dunculties in dealing with China is the vast size of the country. Reliable of information concerning what is happening are few and extremely in- complete. There may be a disaster of the first magnitude and such indeed have occurred-and even years.. after- wards the outside world learns of the calamity only through vague rumours. Ubviously the difficulties of seeing, the position as a whole are very great in- deed.

He discusses the crigin of the Chinese Reform Movement, and lays stress on its importance because in his opinion it explains to a large extent China's att: tude towards the West. Before the Treaty days the Chinese considered the emperor was Lord of the Universe and all other rulers were his vassals. But the Powers "fought their way repeatedly to the capital or within range of it and forced the Chinese Government to negotiate on basis of equality." Thereafter, according to Mr. Keeton, since the Chinese could not defeat them in war they act out to learn as much of the West as would enable them to expel the foreigner," for if that were accomplished "China's former superiority. would be restored to her,"

A to the root cause of the troubles in China, the writer attributes them to "a complete absence of a sense of order, or discipline in many of her citizens." China's first need is education, and in support of this he says "even in the treaty ports only "the educated Chinese can possibly take an intelligent interest in national and international, affairs."
