LONDON, November 8th. The negotiations for a coal settlement renched a critical stage to-day, when the Minera Executive met in London to con- sider a document handed them by the Government embracing modifications and amendments suggested by the owners to the miners' proposals.

The issues involved at the end of last week are considerably narrowed, there apparently being only one big outstand ing difficulty, namely, the question of devising some method or machinery for meeting the miners' demands that a dis- trict settlement on hours and wages be subject to national co-ordination and review.

The owners still claim district autonomy freedom, but he miners want a national tribunal or appeal body empowered to consider any points arising out of the terms offered by the districts.

Question of Tribunal.

The Government are anxious to secure a negotinted settlement, and it is still hoped that arrangements satisfactory to both sides will be obtainable without re- sorting to the establishment of an appeal tribunal by legislation. Behind the ques

tion of a tribunal is the subject of houry, and it is feared that this may prove a stumbling block, for the miners' loaders are still declaring hostility to a longer working day unless they have the power to argue the necessity therefor in any district before a national appeal board,

PEXING, November 8th. The Belgian Legation this morning issued a lengthy statement outlining the past few months' negotiations regarding the Sino-Belgian Treaty, declaring inter alia, that they were broken off by a Presidential Mandate on the 6th unilater ally ending the Treaty of 1942.

The statement denies that Chinese residents in Belgian have been subject to retaliatory measures or demonstra- tions, and states that China did not agree to Belgium's proposal aa regarda a sends rivendi renewable after 6 months, then the subject of further negotiations, thereby leaving Belgium fiable to find herself with no treaty and no medus vivendi after April 27th or at the latest July 27th next year, thus being forced to discuss a new treaty under a latent threat in case of non-fulfilment of being without any stipulated position.
