Japan does not yield one tittle of the aupremacy which she aims to establish in the Pacific, nor must it be forgotten that her position which is similar in the East to that which Great Britain enjoys in the West enables her to make war more advantageously than any other casal challenging her potential supr macy in the Pacifc. The very fact that Japan intends to colonise every yard of ground in the islands of the Pacific emphasises the above poiat. In ten years from now Japan will have her pied a

Express & Telegraph says:
Among the questions put to the Prime Minister on September 9th was che without notice inquiring whether the Government was aware of the meuace to the British and foreign community in Shanghai which would be created by the advance of the Cantonese army to that city Mr. Baldwin fenced with the as hypothetical, question, described and said he did not think it was Decea sary for him to make any announcement on the subject. He might have, adopted the course of meeting question with ques tion, and, in reply, asked whether the capture and subsequent control of the Yangtaze Valley by the Kuomintang would, in fact, be a menace either to those communities or to their trade and commerce with China. I venture to think that, had he done so, the honour. nble inquirer would have been floored, at least to the extent of asking for netice
of the counter-question.
To answer the question, whether in the
affirmative or negative, would in effect be to come out in favour of one or other of the factions striving for mastery in China, and, as it is the sheet-anchor of British policy to stand aloof from these perennial strivings, it were better not to make the attempt. It may not, however, be amiss to review some of the pros and cons of the matter, and contrast the pro- spects so far as the information available
will allow.

The United States of America is deter mined that Japan shall not enjoy this domination, hut to the unbiassed mind does it not appear if Japan had been driven into this by the attitude taken up by the U.S.A. It may be recalled H. M.S. Even the ment is such a powerful weapon in fur malcontents of Hongkong admit that thering Japanese ambition? there exists in Canton the best and most enlightened Government that the city has known within human memory. There is, of course, the alleged Anglophobia under Bolshevik misdirection, but, at its worst, this is grievous exaggeration, and at its best is an artificially stimulated and transient phase.
Looking north we have at Mukden and Nanking nothing else but the perpetuo tion of the Manchu regime. Chang Ts0 Tin and Sun Chúan Fang, in intention, if not altogether in fact, are as nearly Viceroys of their respective provinces as they can well be. Sür has made gestures of good-will towards the foreign enclaves within his jurisdiction; he has pleaded for foreign co-operation, and expressed shame for the insanitary condition of bis cities; but the difference between words and action among Chinese in authority is
a wide one..
On the whole a choice between the northern Tory and the southern Radical seems to me to be very largely one of habit of mind, -PLAZO,

The position of Hongkong as a naval base is not so good as it might be, and I cannot see that anything can be done to very much change the position there while the Washington Pact rules. Ac cording to that arrangement, no addi- tions can be made to armaments or ex- tensions to fortifications within the area of which Hongkong forms à part, save the legitimate replacements, such as new guns in lieu of old guns, equipment, etc. While troubles continue in China an aerial force must be maintained, toge. ther with an up-to-date submarine Zorro." scheme. Submarines are not much good for river service, but a port of the im- partance of Hongkong should be excep tionally well covered by submarines.
