UNSATISFACTORY NEWS FROM SWATOW.

As far as shipping facilities are concerned the Canton-Hongkong situation has made tremendous forward strides during the past week The Canton police have made excellent arrangements for guarding the wharves so that the Hongkong steamers berth there and remain all right, No attempt of any kind has been made to molest passengers either going or coming. Some of the cargo coolies have refused to handle British goods, but others have raised no objection so that it is difficult to judge the oxact position. The question, it is understood, was considered by the British Chamber of Commerce at Shameen on Saturday and the general impression was that the Government oficials were sincerely endeavouring to secure the resumption of trade. It was regarded as natural that some of the coolies, who have been terrorised and intimidated for the past Afteen. months, should still show signs of fear and the decision arrived at was simply to wait and watch further developments. The hope, of course, is that all dificulties will be smoothed over in the course of a few days;

We received the following cable from the Canton Information Bureau on Saturday:

***DAILY PREs, Hongkong. Canton Information Bureau is authorised to state that no one in Foreign Office wrote either Kuomintang Declaration or that of the Strike Committee relating' to calling off Boycott."

The various telegrams from Canton on this subject have aroused our interest, and perhaps the Information Bureau will kindly inform us who was the author of the declaration in order that further speculations may be set at rest.

CANTON DELEGATES RETURN TO SWATOW.

Our Swatow correspondent wired on Sunday:

"Labour Unious meeting held yesterday afternoon. The re- turned delegates from Canton reported no change whatsoever in the strike and boycott at Canton. This lying was used for the purpose of passing the following resolution. We will continue to extend moro severely the strike and boycott. Last night the Strike Committee threatened the Chinese Chamber of Commerce with very heavy penalties if the boycott was not continued. The Government here is very inactive."

The correct reading of the trade puzzlo in Kwangtung at the present moment would seem to be that the Government and the extreme labour elements are advocating opposing policies In Canton the Government wield more power than they do in Swatow and as a consequence the trade position in the Capital is better.
