H. P. WINSLOW, Manager,

Writing from the House of Commons on September 4th to the London Morning | Post, Mr. Herbert W. Looker, M. P., who for many years practised as a lawyer in Hongkong, condemns the Government's policy of patience, and conciliation in regard to the troubles in China and trges immediate action for the protection of British interests. He says:-Encouraged by the not unreasonable belief that the British Government will "ccntinue to shrink, in all circumstances and ander all provocation, from taking any steps to protect British interests and to uphold British rights, the Chinese are growing increasingly contemptuous of us and of the British communities in China.

The policy of patience and conciliation which the Government has unswervingly pursued since the trouble broke out in Shanghai last year, however furseeing it may have been at the outset, is now bear- ing its inevitable fruit. Never in the bistory of our relations with China has our prestige sunk to its present depths of insignificance.
