I has been stated that except for sporadic, raids by plain-clothed pickets. Canton waters have been freed of these
.pests. It is not so here. Although the Magnolia holds their motor launch the pickets are still marauding in full uniform all over the harbour. Yesterday I went off to the Hazan Maru and found two of them had seized a lighter load of sugar or molasses alongside. This they calmly proceeded to take over to Swatow. I got to the top of the gangway to find another picket at ease it a chaise-longue on the deck. "He proceeded to stir up as much trouble as he could with the ship's coolies who were carrying some stores for me.
In regard to the losses suffered by the Chinese, a claim will be made out after further enquiries and sent in to you."

The official Customs. Notification is as follows:-
At the request of the Superintendent of Customs, I have to notify the "public that mines have been laid by the Mili tary Authorities at the entrance to the Swatow Harbour, and to circulate copy of the regulations governing traffic through this minefield.
An English translation of these re- gulations is appended.
Translation of Regulations for the Laying of Mines at Manu, Swatow, by the First Army of the Revolu- tionary Forces.
"1. In order to defend the port of Swatow at the present juncture of the campaign against the North, mines are to be laid in the waters at Masu, Swatow.
2. During the time that, mines are faid, all vessels, merchantmen as well. as men-of-waf of all nationalities, with the exception of the men-of-war from the North, may enter and leave as usual, but they must abide by the following regulations.
3. The time for leaving and enter- ing the port is fixed for the hours be- tween 6 am and 6 p.m. Vesseis may not proceed at night, either in or out. All incoming men-of-war should give 24 hours notice of their expected ar- rival to the Military Headquarters so that protection may be given and misunderstanding avoided.
4. For their own safety, vessels (in-) cluding men-of-war) should slow down' when reaching the waters at Masu.
6. The above rules come into force on the lat September, 1928.
