A good voice was a gift of Nature: but the use of the voice could be largely taught, and largely improved. It was very necessary that a public speaker should be trained in elocution.
Now, however, the once exclusive neigh hourhood is becoming commercialised. The latest invader is the Institution of Structural Engineers, which body has taken over the Earl of Harrowby's house, 19, Upper Belgrave Street, and will make the mansion its headquarters. Popularity of Motoring.. Visitors to England in these days who intend to enjoy motor tours throughout the country are finding a difficulty that is not usually thought of before "they take to the open road. Owing to the becoming well-nigh impossible to obtain garage or parking space for cars. This is hegerning as acute in the country as in London in the summer months.

A friend who has been touring in the West of England tells me that the num- ber of motorists is so great that even in the tiniest of coast villages one finds cars parked in the open for lack of accom- medation He himself, on arrival in one small town, was assured that no garage room for his car could be found for five miles around, and he had to leave it in the open all night.
Lawmaking Under Dificulties. The first part of the Parliamentary session of 1926, which has come to an end, left important legislative work to be completed when the two Houses re- assemble in the Autumn. But good work was done between the opening day and the recess. It was done under obvious difficulties; and among the many disad- vantages brought on the nation by the disastrous doggedness of the industrial
iserief-makers was the postponement of Parliament activities that the Govern ment could have brought to fruition if they had not been under the necessity of alloting time to debates on the coal stop ange, and on the measures which in their judgment it rendered necessary.
The recommendations of the Coal Com mission which required legislation, have, with two exceptions of no urgency, heen bodied in the Mining industry Act. which received the Royal Assent on August 4th. This was, the subject of detailed consideration and fall discus sion. And a great deal of Parliamentary attention had to be"given to the Bill which gave miners the option of working eight hours' shift if they preferred that alternative to a temporary reduction of the wages of the more highly-paid colliery workers.

Early modern men, said Professor Fleure, were more or less brown-skinned, dark-haired, and dark-eyed, so that they probably lived where there was a good 15, Qo' BOAD CENTRAL. TIL CHItral 75", deal of summer sunshine."

The discovery of fire, observed this professor, brought about a change in the work of the sexes, since, with its advent, woman would tend more to stay at home
Lord Rosebery was one of the greatest orators of his day, he continued, but he had known speech by Lord Rosebery destroyed by want of elocutionary skill Lord Rosebery shouted ad much that his peroration, which should have been the to mind the fire while her husband went culmination of his effort, and of the ap-out to huat. lause of the audience, was received in deadly and terrible silence.
Mr. Gladstone should be taken as the great example of oratory. His voice was like a great gamut of music. During an hour's speech he would scarcely ever re-
peat the same tone. Even his legs moved in rhythm and emphasis.
The golden rule was never to stout. A man should speak standing as if he were seated, and should speak to ten thousand people as if he were speaking to one seated by his side.
The object of a public spanker was to get the thoughts of his brain into the brains of his hearera, and to do that he should use simple language in the lowest tone of voice that was audible.

"I AM BRUKEN HEARTED."
Next to England's brilliant victory in the last Test Match, the biggest sens. tion was certainly caused when A. W. Carr was called upon to resign the cap- taining of the English XI. Moreover, Carr was not chosen to play.
A meeting of the English Cricket Test Selection Committee was held in London on August 7th, all the members of the Committee being present.
A Hairless Man.

Both Professor Floure and Dr. Gunther gave great encouragement to bald men, for they declared that lack of hair tended to growth of brain.
Professor Fleure said, that growth of hair absorbed large quantities of energy, and that thyroid secretion was closely associated with this growth. It would not be far wrong therefore to say that, with diminished hair growth, the influence of thyroid secretion has been Sherated to exert itself elsewhere. Since its rela- tions with brain growth were understood. to be close, this might be an accessory factor of brain growth in man..
Association With Fire.
Dr. Gunther went further and quoted.
Shakespeare's ines: "What he (Time) hath seanted men in hair, he hath given them in wit."
The association of men with fire, which It was statd that Mr. A. "W. The most striking feature of a joint discussion by several sections on heredity was the conclusion that its principles are the same in men as in the lower animals and in plants.
Professor Julian Huxley, specially em

SUPERFLUOUS BRAINS.
A French scientist has discovered that when butterflies are decapitated they live from one to two weeks longer than their ordinary span. In every case they were found to act normally, which is more than can be said of human beings who have completely lost their heads.
It seems a curious arrangement of nature that beheading should act as a reprieve. Doubtless it is relatively large sub-stations on the nervous systems of some insects which permit them to carry on. methods.
