The Chinese Engineering Society with membership of more than, seven hun- dred modern engineers in foreign ecun. tries and native colleges has announced its plans to establish an engineering test- ing laboratory and library. A campaign designed to raise $8.000 from members of the Society, friends, private and public organisations interested in the develop ment of China's engineering industries 19 to stay first at Sandringham, and after-to finance these projects, has been started wards at York Cottage, her purpose being in Shanghai, Tientsin, Peking and other to superintend the alterations that are being made at Sandringham in readiness for the arrival of the Court there later
in the year. The King will have sundry
shooting visits to pay before he goes so Balmoral Castle at the end of August. He and the Queen will meet there, Her Majesty breaking her journey on the way North to visit Princess Mary and Lord Lascelles at Goldsborough Hall
The Prince of Wales is also having well-earned holiday. He has Do publie engagements until early in October, and he will for some weeks to come be chiefly at his golfing retreat at Sandwich Bay. A report has been current that the Prince MACAO intends to visit his ranch in Alberts, but I am assured this is without foundation He has not considered a visit to Canada this year at all.

The Rubber Chairman: This week the announcement is made that Sir Matthew Nathan has been a pointed chairman of the Advisory Bub Ler, Committee to the Secretary of State for the Colonies. He succeeds the late Lord Stevenson, whose name was popu larly attached to the scheme for rationing the export of rubber from British colonies on a sliding scale according to prices. - Sir Matthew Nathan's selection. for the position is due to the fact that he is a good chairman. He is not a rubber ex- pert, but he bas bad a very large colonial experience. As you are aware, he has administered, the Government of Sierra Legne, has been Governor of the Gold Coast, of Hongkong, and of Natal, and from December, 1990, to December of last year was Governor of Queensland. Both as soldier and administrator at home and abroad he has had a distinguished career. The Advisory Rubber Committee is purely advisory. It does not decide policy. It is composed of representatives of such bodies as the Ceylon Associa tion, the Rubber Growers of Malay Pania- sula, the Indiarubber Manufacturers' Association, the British Tyre Committee, the Society of Motor Manufacturers, and, in fact, of all the organised producers and users of rubber.

Origin of Society.
The Society was founded in 1917 by a few Chinese engineers studying in American colleges and working in differ- ent commercial institutions in the U.S.A. with the object of promoting engineering education in Chins and carrying on en gineering research of Chinese natural resources for the development of China's industries. Two years later a number of charter members returned to China, and
established the bead ofice in
Shanghai.

Mr. F. Alexander, now of Malayan Motore, Singapore, an air pilot of great experience, who has been employed on commercial air navigation at home before, is technical adviser to the new syndicate.
