The latest contest for power among the Bolshevist leaders in Soviet Russia is merely a continuation of a stuggle that began with the death of Lenin Party discipline, insisted upon by the rules and enforced by heavy penalties, to some ex- tent minimised the perpetual tug-of-war between the leaders, but it did not succeed in eliminating it. The first signs of a definite split became manifest during the so-called Trotsky incident, when the former war-chief was suddenly dismissad from all his offices and exiled to the south, where he was more or less, a prisoner of the Cheka. His chief ants gonista then were Zinoviev, Stalin, äd Bukharin.

Zinoviev, alias Radomyslsky, Shatsky, Grigorief,Grigory and Apfelbaum, began his revolutionary career in 1907 and continued it as a sycophant of Lenin until the lafter's death. Apart from minor offices, he was not entrusted, even ender Lenin, with any responsible post. As long as Lenin lived Zinoviev was in the centre of affairs, but alter Lenin's death he had to fight for his position. His comrades did not consider hin elever enough to be a Chief Commissar, but a the same time he was dangerous enough to be worth keeping in with, and so ne was permitted to participate in the party councils.

His chief opponents from the very start were his own co-religionists in the inner clique. Jew was jealous of Jew revolutionary plotted against revola- tionary. During the Trotsky incident Zinoviev was backed by Kamenev, alias Rosenfeldt, another Jew, and to-day Trotsky has the "active, support of the new Soviet Jews" such as Sheinmann, Rudzutak, and others.

The Zinoviev faction bases its position on the fact that Commünist is being sacrified to opportunism and expediency. Its leader has made a thorough study of Lenin's writings and sayings, which be quotes in support of his theories. These are centred in one subject: World Re- volution. The Soviet Union, according to Zinoviev, must have only one aim and must, direct all its attention and efforts towards that aim. Russia as a cotihtry does not exist in his interpretation of Lenin's theory: it must be used only as a Base of revolution.

The remaining Bolshevist leaders admit that world revolution is the ultimate goal of the Soviet system, but they are enden- vouring to prepare for the success of their aim by putting Russia Arst of all on a sound-economie-basis

Bukharin is a close associate of the leaders of the moderate group, although so far he has not given a definite ex. planation of his position. Unlike Stalin he is an internationalist of the most viu: lent type, but it appears that personal animosity to Zinoviev has made him take up the cudgels on behalf of the moderates against the extremists..

There is no doubt that since seccession is an established fact to-day, the Soviet Government will be compelled to seek new allies among the revivalists, and in this many authorities foresee the pos sibility of radical changes in the Soviet system of government both in domestic and foreign affairs-Daily Veili
