MR. JOHN SMITH'S CONTRIBUTION TO THE

'HONGKONG; A STUDY IN BRITISH FAR EASTERN DIPLOMACY."

A "TRAVESTY OF LOCAL CONDITIONS.

Mr. John Smith, late Professor of Education in the Hongkong University, who, we believe, considered it expedient to resign his position. at the Laiversity early this year, has apparently joined forces with those disgruntled persons who take a delight in maligning their own country. No doubt suffering from a sense of grievanco, he has cast around for some method of reprisal and the result in a particularly venomous attack on Hongkong and the British Government generally in the columns of the Canton Gazette.

There is no evidence to show whether the article was written parti. cularly for Canton, but we imaging it must have been. It is very doubtfu whether any English paper, knowing the facts, would have published it, and there is certainly no acknowledgment in the Gazelle that the In the Chinese paper, of contribution was taken from another journal. course, the article coming, as stated, from the late Professor of Educa tion in the Hongkong University," is given a prominence out of all Mr. Smith must have known that proportion to ita real importance. this would be the case, and the only cerclusion we can draw is that is was written deliberately in order that it might be used as propaganda against Some extracts from this Colony among the ill-informed Chinese masses. the article are given below, They will show to what level a man can sink when his sense of justice is altogether swamped by private animosities. "The boycott by Canton of British palatial residence in the British Colony, goods has lasted since June, 1995, and maintained from the funds of his foreign

backers. continues."

"Hongkong's losses," says Mr. Smith, though carefully misrepresented, have beca between 5 and 7 millions sterling per month (making almost 70 millions up to date). Canton's losses have been greater. The loss to home trade and employment is hard to estimate. It has been very great.

The official British account of the causes has been the cry of Bolshevist intrigue.' The Russian advisers were seat away by the Canton Government in March. None are there now.

The Russians have gone. The boycott continues. Yet still the cry of Bol- shevism. Why?

"I shall supply some facts in answer.

Police Administration.

"I shall say nothing of the Police Administration. I shall not accuse the Hongkong Police Force of freely extort ing confessions by threats and blows, of faking identifications, of accepting bribes as a recognized, portion of their salary. I shall only state the conclusion to which careful analysis has driven me, that British Colonial life in the Far East has a physical effect on my countrymen, unless they are careful to guard against it, demoralising and degrading them.

"And, in excuse, I admit that there is every temptation to insolent and brutal behaviour. If you kick a Chinese servant, downstairs, you hear no more about it. But I have seen a Chinese, nearly run over by a Britisher driving his car at high speed round a blind corner, caught and held by an Indian constable, while the Britisher struck him three blows in the face, to teach him that the sudden use of four wheel brakes is injurious to rubber tyres.

The Crash. The Shanghai shootings on May 30th, 1925, 'red the train.

In one week; 150,000 men, some with wives and children, got across to Canton. In the following weeks 100,000 more fol- lowed. A marvellous achievement. This action-was-a-passive protest against the Shanghai affair. The workers would re- turn when justice had been done.

How did the boycott develop from this?

"The Hongkong Governor, Sir Reginald. Stubbs, maintained that the Canton Government had caused the walk-out. He also maintained the Russian influence theory.

"He called upon the Canton Govern ment to catch the strikers and send them back to Hongkong. How could they even had they so desired 1
