EFFECT OF DEPRESSION.
FALL IN WAGES AND PROFITS,
How greatly the prolonged trade de pression has reduced the earning power of the nation is apparent from`s com- parison of the figures relating to the national income in recent years, given in the annual report of the Inland Ra. venue Commissioners. While in the seven years 1914-15 to 1920-91 the gross amount brought under review for in. come-tax purposes rose steadily from £1,238,313,397 to £3,477,058,068, in the succeeding years the total continuously declined, and in 1924-25 was estimated to amount to £2,000,000,000. The exclusion since 1929-23 of the Irish Free State affects the later figures only to a small axtent; the actual difference in that year amounted to £69,549,100.

THE TEXTILE TRADE IN YORKSHIRE.
"Bogged in a morass from which it seems impossible to extricate it," was the description of the present situation of the cotton industry in the presidential t-address by Mr. F. W. Birchenough at the Cotton Spinners' Amalgamated Ope- ratives' Association annual meeting.
In 1924-95 exemptions and reductions, including incomes below the taxable limit, brought the estimated total down to 42,310,000,000, and from this year, had to be deducted £120,000,000 in respect of earned income allowance, and £830,000,000 on account of personal allowances. The estimated net taxable income was, there fore £1,340,000,000, producing a revenae of $265,000,000. This figure represents a yield of £4,910,000 per penty of tax, and an average effective rate por & of income of 28. 34d. The number of persons with incomes above the exemption limit was approximately 4,700,000 against 5,075.000 in 1829-23), and of these 2,300,000 were entirely relieved of tax by reason of Hence the abatements and allowances. number of actual taxpayers was approxi mately 2,400,000. ...
Further light is thrown on the effects of the boom conditions which followed the Armistice and of the subsequent slump by the detailed figures for the various in- come-tax schedules. Gross income from lands and houses, Government securities, aud Government, corporation, and public company salaries was higher in 1924-29 than in any year since 1914-15, but, in- -come-derived from businesses, profes
sions, and employments (including week- ly wages) and from farming operations has largely and for the most part con- sistently declined. Appended are the de tails in respect of the last-mentioned classce, of income from 1920-21 onwards, the figures for 1924-5 being estimates:

At the General Federation of Trade Unions Mr. Dover said the financiers' speculative madness was strangling in- dustry, but Mr. Birchenough strongly criticised the last great lock-out in the woollen and textile industries, and al- eged for, the proportion of population there were more millionaires in Brad ford than elsewhere in the kingdom. Their millions were made out of raw manufactured wool.
