On the occasion of formally opening the new premises of the Institution of Engineers and Shipbullders of Hongkong, at King's Building yesterday evening. His Excellepoy the Governor (Sir Cecil Clementi, K.C.MG.).,

He stated that last week the Canton Government had written to him requesting the appointment of three delegates to meet three representatives of the Canton, Government to negotiate a settle ment of the boycott. With the approval of His Majesty's Gavomment he had appointed Messrs, Halifax, Kemp, and Brenan (Consul-General at Canton) as Hongkong's representatives. He expressed the hope that the present deliberations would end the artificial and superficial differences between Hongkong and the province of Kwangtung.
