LORD BURNHAM'S VIEWS.

"A NEW EMPIRE." Lord Burnham, speaking on "Britain at the weekly and Groster Britain". luncheon of the Soroptimist Club, at the Criterios, London, said we had in Africa a now Empire which was designed to rival in its wealth and opportunities the Eastern Empire which had counted no much in British bistory.

Then there is the anti-foreign feeling among certain classes of Chinese which has manifested itself during the past year. This is not so much feeling against foreigners as the growth of a nationalist feeling. During the past 20 years num bera of young men have been educated nbroad. They have come back expecting to find China on the same level as the most progressive of Western countrica When they find this is not so, they feel that China's position is due to the ma

According to Shanghai newspapers to Malays there was also great development reasons for the various treaties which hand the price of rice has been soaring in this line of production, and in both were entered into by China with the abnormally of late in the northern city; these places Great Britain had as pear world Powers, and they demand the can-It would appear that farmers and natural monopoly as one could see,

Last Satur day's rice quotation was $17 for 200 lbs,

A factor of importance to British manufacturer and merchants in the growth of industrialism, and the fact that this is going on in spite of internal disturbances. A significant feature is that Chinese capital is now coming for- ward to establish industries, transporta tion facilities, and public utility under takingo. Another notoworthy fact is that technicians are now nearly always Chinese, mostly educated and trained abroad. Up to recent times it was diffi- cult to get Chinese students to do more than take a theoretical course in technics, but now an increasing number go in for a thorough practical course of instruc-ed stocks of rice, which they are with- tion.

CHINESE STUDENTS IN BRITISH WORKS.

THE COUNCIL'S PROCLAMATION. The Municipal Council has issued the following proclamation on the subject:

"From investigations made by the Council into the causes contributing to the present abnormally high price of rice, it appears that, in their greed for per sonal gain and unmindful of the hard- ships and sufforing caused to poor people, certain persons have accumulat

holding from, the market, creating a tem. porary shortage of supplies, and foreing up the price to an unwarranted figure.

Alice is the staple food of the Chinese people, and profiteering or speculating in the food of the people is an offence against the law, and severely punishable.

"Notice is accordingly given that any persons profiteering in rice, whether by the withholding of stocks or by any other acans, are liable to prosecution with severe paualties on conviction, and with confiscation of their stocks...

This, of course, raises the question whether we are to give these young men opportunities for training in British works and factories. When the students only wanted to get a superficial and theoretical training this was not desir able, but in my opinion British manu- facturers will be well advised to accept

The public is earncatly requested to Chinese students for a course of training in their works. Otherwise we shall get report any cases of rice profiteering that hordes of Chinese engineers who have may come to its knowledge. past when we could depend entirely upon. It is also essential that we give service, intermediarles for our business. Especial and we must never forget that we have ly in technical work, the Chinese prefer to discuss matters direct with many facturers.

!

OUR ATTITUDE TOWARDS CHINESE, Lastly, but most important, in our general attitude towards the Chineso. We must recognize that the average Chinese merchant is a gentleman, and he greatly appreciates courtesy. With all the world clamouring for China's trade, the essentials of success in com merce in China to-day are, straight, deal ing, consideration, courtesy, and the ability to understand. the Chinese men tality in any questions that may arise. We must also bear in mind that the Chinese business community is suffering just as much from the present distar bances as the foreign business community. (Continued at foot of next Column,)
