(As many false reports were circulated with the object of throwing the blame for the strike on the Government, Sir Douglas Hogg, the Attorney-General, published in the Brilish Gazette of May 11th, the following plain narrative of what actually happened frem Friday night to the breakdown in the negotiations The simple facts show better than " argument where the responsibility rested). That evening, then, the Cabinet met once more in order to avert if possible the threatened catastrophe. The Miners Federation was asked specifically whe† ther or not it was willing to accept the Report of the Coal Commission sa a basis of settlement; but although repeatedly pressed its representatives persisted in their refusal to agree to the Commis: sion's terms, involving, as they did, an immediate reduction in wages as a tem- porary sacrifice.
It was upon this crucial point that these last attempts to come to a settle
ment broke down.
On Saturday at noon the Exéantiré Committee of the Trades Union Congress resolved to call a General Strike as from midnight on Monday, and the same even- ing at 3 o'clock telegrams were sent by the respective Executives of the Rail- waymen, the Transport and General Workers, and the Printing Trades, in- structing them to cense work at the ap- pointed time. This notice, which was in breach of all legal agreements between employers and employed, was obviously intended as a threat to force the Govern ment to surrender:

Union negotiators found that the Miners' leaders had left London. They, there- fore, summoned them to retura, and in the meantime considered the document

The Cabinet met again at 5 o'clock in the afternoon and remained until o'clock, when they heard that the Trade "Union Congres Committee would like to see them; and at 9 o'clock the small negotiating Committees met again. The Trade Union representatives resumed the discussions by stating that so far as they were concerned they necepted the suggest ed formula for principle; but would like its terms to be further elucidated, and that they had not yet seen the Miners or heard their views.
Further discussion suggested that there was little prospect of inducing the Miners to accept the Report as a basis of settlement. In the course of a two hours' discussion the Trade Union leaders dictared what they, stated to be the ut most they were prepared to submit to the Minere. It was in these words:
We will urge the Miners to authorise understanding that they and we accept the Report as a basis of settlement, and we approach it with the knowledge that it may involve some reduction of wages" With this resolution in their pockets the Congress representatives went off to consult with the Miners, who by this time had got back to town, and the Ministers on their side returned to report to the
