The Chinese papers on Saturday published a statement from Marshal Sun Chuan Fangs declaring the independence of the five provincės, Fukien, Chekiang, Xiangsu, Kiangsi and Anhui, which be controls Although he has been developing such a policy for some time, this statement is the first clear definition, of it.
He says that he will apply the Monroe Doctrine to these five provinces and that he will brook interference from neither Chiness nor foreigners.
The Central Government consists of a Premier and is recognized caly by Wu Pei Fu, who is the head of a combination' which controls Hupeh, Hunan, part of Szechuan, Shensi, Honan and exercises & protectorate over' Shansi.
The independent territories in China, which do not recognlie the authority of the Central Government from South to North are:-
Tang Chi Yao-Yunnan and Kueichow, Kuomintang. Kwangtung, Kwangsi
and part of Hunan.
Sua Chuan Fang.-Fukien, Chekiang, Kiangsu, Kiangsi and Anhui.
Fengehun.-a. Chang Tso, Lin Man- charia and an influence in northern Chikli and Shansi; b. Li Chang Alliance Shantung and Chibli.
Kuominchun.--Mongolia general and
Kansu.
