That, to this end, the supreme staff would prepare draft plans in regard to the three arms on a reduced basis as a lead for reciprocal international action.

We know a man so disheartened about his golf that he has been looking for a note of his performances in a sporting column beaded "The Turf."
Described as a man of high intelligence and a linguist, Lawrence Hallam, 35, merchant, who was charged at London Sessions with obtaining money and goods by fraud, proved an enigma to judge and jury.
His counsel pleaded that the man sut fered from loss of memory, which made hira irresponsible for his acts.
Dr. Watson, medies! oficer of Brixton Prison, told a remarkable story.
Many years' experience, he said, had enabled him to discover when prisoners were pretending to suffer from loss of memory, but he had watched and tester!- Hallam closely since March 19th and had Rever caught him out."
At times the man, who had been the victim of loss of memory for 18 years, was oblivious of his surroundings. He did not even remember his marriage.
ABNORMAL CONDITION.
Dr. Watson, believed he was perfectly sane, however, though, owing to his ab- normal mental condition, irresponsible at the time be committed criminal offences.
A detective who had inquired into Hallam's history and antecedents, arid there was insanity in the family. Hal- lam's father had suffered from loss of memory and his uncle died in an asylum.
During the war. Hallam was interned in Germany for four years, and when he returned to Great Britain he was a physical wreck..
"GUILTY, BUT INSANE”
At the beginning of this year he was found wandering in Hyde Park, and told a police officer that he had lost his memory. He was sent to St. Stephen's Hospital, where the doctors were of the opinion that he was completely lost as regards himself.
Guilty, but insane, was the verdict of the jury, and Sir Robert Wallace said the only sentence he could pass was that Mallam should be detained until the King's pleasure is known.
He added that as the man is now sane his friends should act promptly', with ' regard to his release. -
