The Hongkong Tenants Protective Association, claiming a member- ship of 7,000 and.to represent upwards of 100,000 residents of Hongkong. bave presented a petition to the Government asking that the Rents Ordinances be extended for a further term of one year and until normal trade is re-established, subject to such amendments as are considered advisable."
It has been announced that the Rents Ordinance which was extended last year until June 30th, 1028, will now be allowed to lapse on that date. (a) That the development of the Colony has resulted in the crowding of both wholesale and retail shops into a small area in the central district and that separate trades have further confined theniselves to particular localities com prising in many cases all the business
frms in that trade.
(1) That by reason of this it is now quite possible for landlords, to exercise more than a fair control over certain complete trades and that in the case of provision trades for local consumption the situation is one nearly affecting every resident of the Colony.
That an encouragement and an in- crense of cheap, and speedy transport would enable a number of firms to establish and carry on their business in the less congested parts adjacent to the central district and compete with those in the central district and that until transport facilities are increased the cen tral district with its shorter and better established lines of communication will afford landlords a control over certain trades th the Colony equivalent to à monopoly,

(4) That in the respect of the transport of persons a similar condition prevails and although it is known that domestic tenements are available in the more out- lying parts at lower rentals than those! prevailing near the business centres several of such tenements are now empty, because of the time taken up in getting to their places of work.
(9) That in the year 1024 residences were provided for Chinese civil servants at Shamsuipe and that few have taken advantage of the opportunity,

Attached to the petition is a schedule of Chinese tenement houses, arranged in districts approximately according to size. This schedule is designed to shew that rents for properties outside of the scope of the Ordinance are considerably higher than those for similar buildings which are protected by the Ordinance from any reat increases.
