Canton Government launch which was being used by the strike leaders to prey upon foreign goods. Then comes the Manifesto issued by the Executive Com- mittee of the Canton Government asking the Foreign militarista Powers to withhold recognition from. any who may happen to occupy Peking, in order that the people of China may be able to rise and overthrow militarism and, after achieving a united Government, devote themselves to work of reconstruction.

There seems to be a cycle for great flood in this Province. In July 1994, tea years later, a severe food again visited the West River valley, the lower part of Buy Estates.. the North River valley and the Delta.
This flood happened during the adminis tration of Hon. Lin Sun, my predecessor as Director of this Board, whom I suc ceeded on July 20th, 1925. The flood-sea- son of 1995 was, on the contrary, notice able by the absence of high waters in the rivers.

Losses sus tained by the population must be counted in millions of dollars, and the suffering of the victims of the inundation was heart- rending..
The estimated cost for carrying out the Board's reconstruction scheme in full, amounts to 35 million dollars, which sum at the first glance seems to be enormous. Considering, however, the sufferings of the people, the financial losses and loss of life, and the retarding influence upon the development of the whole province caused by repeated inundations, these millions, applied as proposed by the Board, would Field a thousandfold.

Subject to audit the Directors will re commend the payment of a final dividend of sixteen shillings per share and a bonus dividend of five shillings per share for account of the year 1924.
They will further recommend an in- terim dividend of twenty-four shillings per share for account of the year 1995, and a bonus of 20 per cent. on contri butory premium.

THE ENGINEER'S REPORT. Major Olivecrons in forwarding his Report to the Director wrote:—..
The first months of the period wera remarkable because of the severe floods which caused inundation of vast regions of the river valleys. A description of the food conditions, as well as an estimate of coat for the repair of the broken dykes, are embodied in the report.
The repair of the apron of the Lupao Control Sluice was successfully completed during the winter months, but more stone fill will be needed in order to secure the apron from further sliding.
