THE HONGKONG DAILY PRESS, SATURDAY, APRIL 171,

IMPORTANT MEMORANDUM BY A CHINESE MEMBER OF THE CONSERVANCY BOARD,

[PROX TEX "N.-C.. DAILY NEWS."]

No statement could possibly be truer and it is indeed welcome to find that the leading Chinese of the district are thus giving serious thought to the question. There is a misapprehension on one point. Mr. Zau says that the agreement, as it reads to-day, has caused local public or- ganizations to rank the Board as not If they our Government institution."

The long silence, that has prevailed, since the International Commission sembled by the Chinese Government In 1921 to report on the future needs of the part of Shanghai sent in its recommenda- | tions, has at last. been broken, and in a very promising way. A few days ago the principal Chinese papers published an important memorandum by Mr. S. U. do, they have misread the charter. There Zau, Chiness member of the Whangpoo are foreigners on the Board as well, as Conservancy Consultative Board, on the Chinese, it is true; but it is presided necessity of transforming the Board into over by, the Chinese Commissioner for an adequate Port Authority or Harbour Foreign Affairs and the chief engineer Board. Mr. Zau's memorandum shows and his staff are servants of the Chinese a thorough grasp of all the issues in Government. It is to be hoped that no volved and what he has written should misunderstanding nor feelings will arise over this point for, after all, it is the he as widely known as possible. Mr. Zau interests of the Chinese people that are begins by briefly reviewing the various

In no sense does Mr. Zau wish to underrate the efficiency of the Board within the powers it possesses. As for the work it has carried out he says, let the public draw their just conclusiona ";

present arises between the which at Wangpan Conservancy Board and local bureaux along the river, over the right of issuing title deeds for land on the river front. To what .extent these bureaux derive any power from Peking or are purely local is not quite cleary although the deeds issued are understood to bear the stamp of the Ministry of Finance. The result is the same.

Even more remarkable, perhaps, is the manner in which the shipping coming to Shanghai has increased in tonnage between the years mentioned. In the year 1906, 26,012 ships bath Chinese and foreign entered the harbour, with a net tonnage of 8,565,50% in 192, the ton nage bad risen to 18,132,709, but the total number of vessels had dropped to 10,242. The -average site of vessel in 1900 was 300 tons; in 1924 it had risen to above

1,500.

"It is to be regretted, says Mr. Zay, that the Government and people do not take much notice. of the above given facts and improvements, which have been brought about by, conservancy works at a yearly cost of over one million. There are. at present still many points required to be improved in the Huangpu

The moral has long been plain to any one who has at all studied the question. The work that should be done is far be yond the scope and powers of the existing Conservancy Board. "The present agree ment," says Mr. Zau, is as 'unsuitable for to-day's use as a baby's clothes are unfit for a grown man."
