The reply, which, like the coal-owners' proposals, examines ench "recommenda tion says that no wage is acceptable which does not provide at least a wage sufficient to furnish a decent living standard. The miners entirely disagree | for Oslo. with the suggestion that districte should settle the minimum percentage, and opine that the national bodies are fully competent to deal with the wage ngree- ment question on a uniform basis. They do not consider the suggestion for re- distributing the total weekly number of hours over five days a week practical, and disapprove of the suggestion to com- pensate the present ownera of minerals,
except those who purchased them. They express willingness to consider the sug gestion of multiple shifts and consider that both sides should at the eariest pos- sible moment, formulate a national agree- ment, whereby the minimum percentage can be determined.
A DEADLOCK.
LATER.
A conference between the coal-owners and the miners' Executive on the owners" proposals bas ended in a deadlock with no progress reported.
CAUSE OF DEADLOCK..
LATER. Though nobody expected the owners' and miners' standpoints to be easily re- conciled, a deadlock at this early stage of the negotiations came as a surprise.
It appears from a statement issued by the owners to-night that the breakdown was mainly due to divergency of methods The in fixing the minimum wage. miners pressed the owners for a table of figures which they proposed should con- stitute the minimum in various districts, but the owners insisted that this was a matter in the first place for district con- sideration.
It is believed that Mr. Baldwin, who has been following the negotiations.close- ly will intervene quickly.
