EMPIRE PROPAGANDA. FAULTS—AND POSSIBILITIES.-

The extent to which publicity and pro- paganda might help towards the solatión of the twin problems of overseas trade and Empire settlement was suggested in a lecture by Sir Basil Clarke at the ball of the Royal Society of Arts recently Viscount Burnham presided.

Sir Baxil dealt first with the influence of propagands upon Empire trade its ability to secure more efficient predne tion, better salesmanship, and the res toration and increase of purchasing power. He showed how it could be used (1) among employers, to convince thema of the importance of efficient, well-paid workers and modern machinery; (3) among the workers, to prove that waste, either in material, time, or effort, is, in the long run, as much their loss as their employers'; and (3) to give the workers a wider conspectus of the past their work plage in the nation's affairs than

The obiter dieta of the judges, are often useful, not so much becanso they illustrate a new discovery as because they remind the public of things so obvious that they are easily forgotten

Mr. Justice McCardio's opinion that) “the contract to marry is not an ordi- nary contract, such as a bargain made in a counting-house," is not startlingly novel, but it is indisputably true. Nevertheless, there occurs case after case in which a young woman sues the young man who has jilted her for breach of contract, and asks a jury to make a pecuniary assessment of her wrongs just as if she were a servant who had been dismissed without due notice. More aver, not infrequently juries respond and award the plaintiff compensation for her facerated feelings.

Mr. Morton is of the opinion that the Senator fears the Dollar interests will buy these ships and com- pany with the five-year stipulation of the Shipping Board, in order to drive out cutside competition.
