This resolution was the first definite and public expres sion of opinion that the British Commer cial Conimunity or for that matter any foreign commercial community have made in favour of Chinese representation on the Council and rendition of the Mixed Court. I mention this fact to-day because believe that all those who voted in favour of it at" that meeting and the few who voted against it have become impressed by the necessity of the closest possible cooperation between foreigners and Chi- nese if we are to live and trade together in harmony in Shanghai in particular and China generally. The attitude of our own Government is definitely and unquestion ably one of conciliation, and I venture to state that, in my opinion and in the opinion of your Committee it should be the aim of the British Commercial Com

SOUTHERN SITUATION.

The situation in Hongkong, Canton and Swatow shows no sign of improvement and apart from the direct interests in volved your Committée view with grave concern the probable effect on the rest of China of this struggle by, a comparatively. amall section of extremists against law, order and fair dealing.

The situation in Peking" and the North is one of chaos and there is not the slightest sign of the country being allowed to settle down to peaceful trade. Peking has no stable CGovernment military move- ments threaten its existence; while the blockade of the Taku forts, the firing on Japanese warships, has increased the seriousness of the situation. As traders in this country, we cannot but view with the utmost concern the continuance of this struggle for power, a struggle which impoverishes the country and the people, and drains the life blood of commerce. Yet in the midst of this chaos, of this "uncertainty, foreign Governments con- tinue to provide China with indisputable evidence of their friendliness by honour ing their obligations under the Washing ton Treaty The Tarifi Commission has been at work since October 18th of last year: the Extraterritoriality Commission is functioning under the most difficult con ditions, and the British Boxer Indemnity Commission seeks to find the best way to derate the remitted portion of the Indemnity to those purposes for which the China Indemnity Bill makes provision.

The question of the allocation of funds accruing from the Boxer Indemnity has een discussed at the Conferences of the Associated Chambers in 1993 and 1994, and while your Committee has not rigidly hound itself nor forwarded its opinion to the Commission, it is of opinion that is the best policy to adhere the terms of the resolutions passed at those Con

The resolution passed at the Conference in 1923 advocated the applice tion of the funds for the education of Chinese on British lines and the support of British medical work in China. It also included technical education, but your Committee feels that it would prefer first to hear, something of the views of the delegates to the Commission before de finitely expressing its own views in tho meantime, it will give the most careful consideration to any views that members may wish to put forward.
