I have already stated my reasons for declining the honour no generoulay con ferred upon me, owing to the fact that the numerous ramifications of the Tariff Conference and of the Commission of Financial Readjustment of which I have been in charge, would not permit me to take up the concurrent duty of the Minis- ter of Foreign Affairs There is, tow. ever, more to be said for the step that I have taken and I shall say it as briefly as possible.

It is perhapaeedless to say that the diplomacy of a county in intimately connected with its internal politics, and there is no nation in the world, with its internal political situation, in great chaos, which can ever achieve success, in its Foreign relations though 1. in stupid. I can fully realise that the para mont necessity of the ment is to have pence and order restored throughout the country, and when this is achieved, to be followed by unification of political ad- ministration and necessary reforms the diplomatic arm 8f the Chinese Govern ment will be automatically greatly strengthened. Other than this way of internal reform, there is no royal road to success in diplomacy, which is a simple fact that the Provisional Chief Executive "must bare already taken, notice: of.

Besides, in connection with the Tariff Conference, I have beer busily engaged in negotiaring with the foreign delegates with respect to the question of the in- terim surtaxes and that of China's for- eiga obligations, which have not yet arrived at a final settlement owing to the wide difference of opinions among the delegates. I am happy to say that the fact that I am not in oficial charge of the foreign relations of the country has permitted opportunities to negotiate with them more or less freely, with room enough always for comprapiile. I woulda: not be able to do this much lowere to serve at the same time-the Minister of Foreign Affairs.
