THE FIREBRANDS' PLOT.
The agree ent made on July 6th, was to come into operation on August 1st. Between the two dates mentioned nearly 80,000 men loyally accepted the agres ment made on their behalf. Then the Communists intervened. They told the men that their officials had sold them, and heaped unlimited abuse on the heads of the leaders of this union.

Even if his Lordship accepted that as sumption counsel urged that the case could be met by a severer fine, but the chinchew had stated that he had no idea that these cases were on based, and counsel said the evidence showed that that was quite possible.
The Deputy Public Prosecutor (Mr. N. H. P. Whitley): submitted that the District Judge had only fulfilled his pub lic duty in differentiating as he had in
this case.

There might have been some motive in the chincher's case, but there was none at all iq. the case of the captain or doctor. The witnesses had said that these cases of small-pox might have been concealed, but the District Judge had taken the view that the chinchew was the person on board who ought to have known about them.
His Lordship said it was the chinchew's duty to count every person on board, and if any were absent to make enquiries The captain had said that he relied upon the chinchew to produce the pisngers, and upon the doctor to look after their health.
