He declared that the Filipinos, in order to gain their much desired independence, should, instead of fighting against the United States, co-operate with her, and prove capable and worthy of separation. Asking for independence now is almost ridiculous. You have no navy, no army, practically nothing. How can you pos Bibly maintain it be concluded.
Political leaders in Manila expressed their conviction that Mr. Morgenthau was in the Philippines on official business and that he would have much to do with the shaping of a definite polier of the United States in the Philippines Mr. Morgen- thau's report to the President, and his recommendations, will be the nucleus, the skoleton, of whatever Philippine policy is to be adopted by Washington, it was declared.
