REAPPEARANCE OF AGITATORS.

There has been a good deal of discus sion of the closing down of the Kailan Mines in the Chinese Preas of late, and it is obvious that an attempt is being made to exploit this action on the part of the Management for political purposes. The facts are quite simple. On economic grounds the mines should have been closed down early last month. The output was far in excess of the ariount of coal which could be transported to Tiantain or Chin- wangtao, and it was becoming increas ingly dificult to find space to store the surplus stocks To avoid inflicting an- necessary hardship upon the miners, and the possibility of political complications, it was decided to keep the mines work- ing as long as possible. By the end of January, however, every available square foot of storage space was filled with coal and it was impossible to go on producing The mines were therefore compelled to close down until some of the accumu÷ lated stocks had been disposed of. About this time a number of agitators who had previously been in Tongshan, but who had nothing to do with thamizes, and who, in fact, refused work when it was offered to them, reappeared, and enden voured to stir up trouble among the work- men Though they conducted an agita tion ostensibly designed to claim the right
