The Estimates provide for carrying on the new construction programme which was laid before Parliament in July, 1928. The provision for this in the new year is £90.830,692.
It was originally intended that the Boating dock for Singapore, which is included in this programme, should be provided by the reconstruction of an ex-') German dock Experience, however, has shown this to be impracticable and a new dock is accordingly being ordered. The change will not; however, add to the cost of new construction in 1998, though the

The reductions in the Estimates, says the First Lord of the Admiralty (Mt. W. C. Bridgeman), have been made possible only by the adoption of a settied pro- gramme of new construction over a period of years and by the favourable aspect of -the political horizon.
