The history of the Chinese Postal SerCanton Insurance.......... vice has ever been a record of advance. ment in face of dificulties, and obstacles successfully overcome. The year 1924 bas been no exception-as a glance at Part IE. of this Report will show,-for, al though the year opened with signs of great promise and hopes running high, the military operations of the autumn resulted in general trade depression and unrest which could not but adversely affect postal operations and diminish Postal revenue. Railway services were disorganised, accessitating the establish ment of courier lines where for many years this inode of transportation had been considered a thing of the pastorations embargoes were placed on the export" of silver from pertain districts, thereby re- strigting the movement of funds and fen- dering unavoidable the suspension of the money order service at many Offices; troops were withdrawn from districts where they had been placed to maintain order, resulting in increased activities on the part of bandits, who took their toll of mails and parcels, in some cases fatally wounding the couriers and at other times holding them for ransom.

At the close of the year the number of places provided with postal facilities totalled 42,18, as against 40,318 at the end of 1923. Of the newly opened Postal establishments totalling 2,200 194 were major and 2,000 minor establishments.

·A· SPLENDID STAFF,

Acknowledgment was made in last year's Report of the loyal and faithfül Bervices rendered by the staff under dif- ficult and trying conditions. The year under review, has provided a further test of those sterling qualities upon which the foundations of this Service are well and truly laid. Particularly deserving of.com- mendation are the couriers who travel day and night through bandit-ridden dis- tricts, and who, at times of military operations, are constantly passing through the firing lines. During 1924 the Yunnan District alone reported 33 attacka on couriers by bandits in which seven couriers were killed; other causes, such as drowning when, fording mountain tor- rents and freezing, when traversing high mountain passes, resulted, in almost as many fatalities.
