"We publish to-day a report on China as in June last, by Mr. H. J. Brett, British. Commercial Secretary in Shanghai, which appears in the Board of Trade Journal for November 20th. The report deals with the present dificulties of trade with China. It is not easy, he states, to avoid a tone of extreme pessimism.
