THE CHINA PONY PROBLEM. SHANGHAI RACE CLUB DECIDE TO ADMIT CROSS-BREDS.

[EY ABOVE.]

In the Daily Press of December 21st, I hinted at the probability of the Shang hai Race Club allowing two classes of ponies to compete at future meetings and stated that the proposed measure was expected to receive the support of racing men in the Northern port.

Through the courtesy of a friend, I can now inform those interested that the following resolutions, submitted to the voting members of the Shanghai Race Club at an extraordinary meeting on Monday night, were passed:

RESOLUTION 1.

That all ponies, other than Subscrip- tion Griffins, now or coming into the possession of Members of the Shanghai Race Club shall on or before February 29th, 1998, be inspected between the dates December 24th, 1825, and February esth, 1926, inclusive, by the Pony Inspection Committee appointed by the Stewards to determine whether they are China Ponies (Y. Class) or Cross-breds (Z Class) and on being classified and measured (pro vided the Club's Certificate of Measure.

It was claimed that Mrs Elmore had a pro- loaged rest and the use of restoratives and thereby recovered her strength and wind sufficiently to continue play." Mrs. Ogilvie further pointed out that there were neither line judges nor ro tereo and that the Association's umpire left after the conclusion of the scoond sett and handed over control of the third sett to a casual spectator.

Much correspondence followed, in which the committee stuck to their point that the decision of the umpire should be but without giving reasons upheld," therefore, and it appeared to be Mrs. Ogilvie's point that there was nothing to permit of the umpire giving such "a decisión: Accordingly she put the case before this L.T.A. and their secretary's reply follows:-

I am instructed to say that on the facts stated by you, the umpire was at fault in not enforcing the provisions of Rule 28, and if you had made a protest at the time he could have had no option but to award the match to you. Seeing, however, that you made no protest at the time, you placed yourself in the position of consenting to the delay, and

that is doubtless the reason why the Com- your mitteo awarded the match to opponent.
