The success, the Japan Chronicle says, has raised the question of an increase in the, amount insured for. Under the pre- sent system Y50 is the maximum, which is not considered as filing actual needs. Since the inauguration of the State In- surance conditions have greatly changed. which requiries an increase of Y.150 in the maximum, to 3.000, in the opinion of the Communications Office. A Bill is being drawn up to be submitted to the House in the next session for the modi-Trond Mi ication of the system..

To the proposed increase in the amount the private companies offer strong op position. An increase within Y.100 may be justifiable, it is argued, but the in novation proposed by the authorities, when carried out, will take of a large proportion of business from private enter prises. On this ground representations have been filed with the Department of Communications by the Life Insurance Association and other organisations re- presenting private interests. The Govern- ment, however, takes quite a different view of the situation and is convinced that the increase of Y.150 will in no way interfere with private business.

MESOPOTAMIA OIL. QUESTION OF AMERICAN INTEREST IN IT.

U.S. DENIALS.

Widespread interest has been arrised by a disclosure by Sir Charles Green way, chairman of the Anglo-Persian Oil Company, at the annual meeting of shareholders, regarding the distribution of the shares of the Turkish Petroleum Company, which has obtained a 75-years concession for the exploitation of oil in Mesopotamia

Until now the public has been led to believe that United States interests held an equal portion of 25 per cont of the shares of the Turkish Petroleum, Com pany along with three other groups-the Anglo-Persian Company, representing Britain, the Royal Dutch and 'Shell, and French group of 67 oil compani's anc financial concerns.

Now it has been revealed by Sir Char: les Greenway that the American groun has no holding whatever in the Turkish Petroleum Company, and when a news paper representative made inquiries at the offices of the Anglo-Persian Oil Co. the information was given that the United States interests Eave never at any timie bold any of the shares because the negotiations for their inclusion have never been completed.

"The negotiations with the United Stater interests are to be continued," said a representative of the Anglo-Per- sian Company, "but it is not possible to indicate the result. He added that the demand of the United States Govern ment for an open door policy in Iraq had not yet been realised because of what appeared to be a difference regarding the shares disposed of to Mr. Gulbenkian. The total capital of all the companies interested in the Mesopotamia exploita tion if the American group participates would be nearly £1,000,000,000.

Mr. W. S. Teagle, the president of the Standard Oil Company-the principa unit of the American gronp-cabled a denial to London of a report from Constantinople that his company had been given a petrol monopoly in Turkey in exchange for withdrawing from the Mesopotamia undertaking. The Russian Soviet Agency in Turkey claims to have obtained the concession to retail oil in that country.
