The rate of subsidy has been fixed at 60 sen or less per ton as above with the object of supplying a sum equivalent to 8 per cent of the cost of the ships, and it is about on the same standard that subsidies are granted for coast-wise routes, respecting which there is no ex- press provision in the law. With a view to securing an increasing in subsidies, however, amendment of the regulations is demanded by both shipowners and ship- builders, though the two groups, do not agree with each other. The former's dé mand is for an extension of the maximum age of subsidisable ships and of the maximuar period for which subsidies ars granted. They contend, that, according to the law, each period for which a sub- sidy is granted is fixed at 6 years or less (Art. 1), while in practice subsidies are granted for a term of three years or less, subject to renewal from time to time. But shipowners having large amounts of money locked up in their ships cannot but feel uneasy when they are not sure whether the subsidy they are receiving for the current term of (say) three years will be removed on the expiration of the time. They are therefore suxious to have the period for which subsidies are grant- ed. extended to five years or more. Con- sidering, moreover, that there are not a few ships which are more than 15 years old and which are yet no less efficicat than new ships, they argue, the maximum
