The refusal of the Congress to give to the General Council increased powers for milisant action proved the innate preferenco of the British character for prudence and reason in the conduct of industrial affairs. The various trade unions were naturally jealous of their own privileges and conditions of self government, and though they would stand together in common defence of some general standard which must be 2 maintained, they would never gield to any outside body, however representa tive or powerful, the autonomy which belonged to the members of the separate organisations.
