PROBLEM OF THE WESTERN ISLES.

AN EXODUS, NOT A “ CLEARANCE"

(FROM OUR OWN CORRESPONDENT. ]

EDINBURGH, September 30th Within the last few weeks the little island of Boreray, in the Outer Hebrides, has been vacated by its inhabitants, the entire population being transferred, under the auspices of the Board of Agriculture for Scotland, to the island of North Uist. The population has been dwindling for many years. In 1911 it was 89; this year it was about 50, com- posed mostly of very young and very old

Scotland wis well represented at the meeting of the Medical Advisory Board of the British. To-day 75 per cent. of its members were Chinese, and it was these who insisted on the high standards some criticised. Dr. A. Cowan, of the U.F. LADY BAILIE WITNESSES A HANGING.

Bailis Mrs. Bell's attendance at the for execution of a Glasgow" "Keelis " murder is in some respects a notable event. It was the first time a woman magistrate had attended a hanging as an official witness, this duty falling on her as the junior bailic. The advisability of Mrs. Bell undertaking the trying ordeal forined the subject of much dis cussion in Glasgow since the trial, and it was at one time suggested that prob ably she might desire to relegate the duty to another member of the Corpora tion. Mrs. Bell, however, contended that as she had undertaken the ordinary duties of magistrate of the city she would not shirk the responsibility on that occasion. I think it is only right that I should prove that a woman can carry out ber duties equally as well as a man, was how she put it. And again-- When the executioner, pulled the lever; someone beside me whispered, Shut your eyes-turn your head! But I did neither the one nor the other. I was there sa the city's representatives to see. the thing through so I kept my eyes As wide open and saw "everything. woman magistrates, she went on" we are called upon to listen to all sorts of unpleasant details of evidence in the courts. In this murder case thero were nine women serving on the jury, which necessitated their being confined for four days and nights. And those women jurors bore that ordeal and brought in their verdict because it was a duty they had undertaken
