Taoyin Chang first made a report of the circumstances, states the Mengkn pao, which deals with the outbreak of trouble in the mills. He suggested it ways and means should first be de vised to persuade the workers to resume work and then to open negotiations with the Japanesa Consul-General.
In conneeton with the incident the Japanese Consal General in Shanghai, Mr. S. Yada, wrote on September 25th to the Commissioner for Foreign Affairs stating that so shots were fired by the Japanese. The trouble was caused by the workers themselves. The Commis sioner has been' requested to instruct the police authorities concerned to afford every protection to the mills.
As a result of the disturbance, the mills will probably remain idle for some time.
