BOTHA AND SMUTS.

A SUBMARINE EARTHQUAKE?

PORTRAITS FOR THE HOUSE OF THE REPORTED UPHEAVAL IN THE

COMMONS:

In the rooms of the Empire Parlia mentary Association, Westminster Bally air July 30th, two portraits by Mr. Blair-Leighton, one of General Botha and the other of General Smuts, were presented to the House of Commons, and the hope was expressed by the Earth of Ballour, Sir William D. Mitchell Cotts (the donor), and the Right Hon. LC S. Amery (Dominions Secretary) that they would form the nucleus of gallery of Dominion statesmen. A rale tado last year precludes any portrait being hung in the House of fommans until ten years after the death of the person portrayed, and therefore, in this case, the Speaker, custolian, will take charge of the pictures until such time as they can be brought into the House

The function was attended by a num ber of South African M.P.'s on a visit to London, South African farmers tour ing Great Britain, and many members of both British Houses of Parliament. ⠀⠀ Sir William Mitchell Cotta said" he had been moved to make the prescata tion because during the time he was a member of the House he noticed that many old prints of famous men, includ- ing statesmen, sailors, and soldiers, had

·been - presented by members and "ex- members, but he sought in vain forta picture of a Dominion statesman of our time This seemed strange in view of our desire to bind the Dominions closer: to the Mother Country, and he had chosen this opportunity to do honour to two great South African men, under whom he had been governed during his

connection with the Union of Sout Africa (Cheats) He had received n letter from Mrs Both, in which the wrote about the portrait: "I can truth fully say it is the best painting I have yet seen of my dear husband. Mr. Blair-Leighton has portrayed him, essen tially a soldier statesman, an impression that no other has yet been able to con- vey to the beholder, however successful they might have been in painting the man himself. I like it very much indeed. and am very pleased to think that the painting will eventually hang in the House of Commons,"

As regards the portrait of General Smuts, Sir William mentioned that Mrs. Weyers, who was present, Cassared him that it was a speaking likeness of her father. "I am happy beyond measure, he concluded, "to be the donor of these portraits, and I am sure the days to come will reveal moro and more the great services General Boths and Gen- eral Smuts rendered to the British Em pire. (Cheers.)

The Earl of Balfour formally present ed the portraits, and, speaking of the cwn great South African statesmen, said: "I do not think anything more dramatic or moving is known in history that the way in

which these eminent men, without for one moment diminish ing their love and their loyalty and their passionate patriotism to South Africa, threw themselves into the great straggle for the liberties of mankind. (Cheers.) "I do not know, of General Smuts, who is still with us, he proceed- ed, that I can say any more than that everybody who knows him admiros his capacity, his courage, the broad culture which he has contrived to pursue even

BAY OF BISCAY.

(BY A SCIENTIFIC CORRESPONDENT.)

Oceangraphers and hydrographers are Frankly sceptical as to the reality of a stupendous change in the bed of the Bay of Biscay, reported to have been French discovered by the captain of transport while on the way to Morocco,“ At a point in the Bay of Biscay off the north coast of Spain, above the ocean

furrow known as the Cape Breton Deen, where hydrographical charts show a depth of over 13,000 ft. sucerssite. soundings found the bottom at depths varying from 113 to 430 ft. The captain surveyed the area continuously for eight hours, but was unable to find any signs of the charted "deep, and as a tidal Wave occurred in the Bay of Biscay on the same day as the big Japanese earth- quake of May 23rd, it is believed that this earthquake was repeated in the Bay of Biscay, and raised the bed, of the Cape Breton Deep sonic two and a half miles.

That anch is the explanation is most improbable. Many changes in the level of the beds of the great oceans have been accurately determined, but in no case have the alterations exceeded a low- fres, and most frequently less than`a Foot. Changes of the same magnitude have occurred in the case of earthquakes on land, though usually these are "To stricted to a few inches.

A submarina earthquake on "no" vash scale as" to elevate the ocean bed over two miles, and occurring so near France been severely felt in and-Spain, would almost certainly have those countries, particularly in places bordering on the Bay of Biscay, but there is no record of any such occurrence on the day of the Japanese earthquake.

three-

Two years ago there was a similar sensational -report concerning a change af level in the Atlantic between Cape town and St. Helens, where a cable repair ship reported that at a place. where the charted depth was miles, several sounding gave only three-quarters of a mile. A submarine earthquake or volcanic disturbance was suggested as the cause of so great a change, but when the Admiralty Hydro graphic Department were applied with the details of the cable, ship's position when the soundings were taken it was seen that she was immediately above an elevated ridge on the direct cable route from the Cape to St. Helena, the aver lage depth of which was charted as 2.500

When the accurate positions of the French vessel that discovered an eleva- tion, of over two miles in the Bay off Biseay have been similarly checked, it will probably be found that the sound. ings were takes above one of the ridges that exist beneath the Atlantic, and which run east and west from the main ridge" that extends southward from Teeland to Tristan d'Acunha. "At any rate, it is incredible that any seismic disturbance could have accumulated the euormous maas of material necessary to convert in deep" of 13,000 ft. into a shallow a hundred times nearer that surface—Observes.
