Why are there not more British filmst Some beautiful pictures have been pro. duced in this country, we have an

The usual answer is that the English climate is unfavourable. But the tech- nique of fim production bus so improveth that climatic conditions are of decreasing importance.

Again, the majority of scenes take place indoors; and there is no reason why British Al companies should not go te the south of France or Spain for aun- shine.

AMERICA'S WAR TUN

LEAD.

The real trouble with British films iš the enormous start given to the Ameri cuns. At the outbreak of the war our kinema industry was beginning to come into its own, but we could not spara the men or the material during those four troublous years.

To this mast be added the fact that` America happens to be the richest coun- try in the world. Unfortunately big business and big finance have hitherto not looked kindly on the British film! industry, partly out of conservatism, partly owing to some failures at the be- ginning.

It may be said: "What does it matter to the Government whether the British film-producing industry dies altogether?"

The answer is that the films have enor- mous educational, advertising and pro- pagandist value. It cannot be a good | thing* for our younger generation, to be soaked in foreign ideas and customs generally, and American idens în parti cular

Again, there is not a home industry we cannot have films for, export; and our prestige and our commerce in the world's markets are bound to be affected if British Alms are unrepresented in the picturs theatres of Europe, Asia, South America, and Australasia, The Prime Minister himself has come to this point of view, as he showed in his speech in the House recently.

HOW GOVERNMENT CAN HELP.

A mere tariff is no use at all. There is already a tariff of 3d. a foot on imported films, and this is uselesa. In Americ there is a great home market which pays for the cost of production of the film and shows a handsome profit in addition, and all the other prints of the film sold abroad are clear profit For American salesmen, films are the best dumping pro- position the world has ever known. Also,

by the system of block contracts, a custom

In Germany a law has been passed and is in operation that for each foreign, film shown in a German picture house a Ger man film must be shown. This would not do here, at any rate for the present, as British films do not exist in sufficient numbers, and the only effect would be to ruin the prosperous picture house business. A small compulsory percentage might be tried, but there would be great opposition from the picture-house proprietors, and we do not wish to alien£te any action of the tradel

BIG PRIZES AHEADA

Where the. Government could urbet uso fully help would be by providing cheap money. A big picture to-day costs a great deal to produce, and employs an army of actors, artists workmen, engine. ers, and contractors of all kinds. And the returns do not came in for eighteen months

or more.

The industry in Britain has fallen so far astern that it would have to be a ported for some time. The credits would be given the Trade Encilities Com mittee guarantees loans to day; and step would have lezbe taken to see that the management was efficient and that the mpasy was properly expended.
