Though the number of Chinese who have holdly come forward on the side of peace and order and are taking their part in the carrying out of the emergency measures for the benefit of the whole community is not commensurate with the Barge Chinese population, it is by no means nogligible, and their whole-hearted and enthusiastle response to the call of duty is most gratifying. BRITAIN'S FOREIGN POLICY. HOUSE OF LORDS 'DEBATE.

LONDON, July 6th. In the House of Lords, Lord Oxford and Asquith initiated a debate on foreign policy in Europe, in which Lord Grey, participating. opposed the idea of a policy of British isolation as impossible.

Lord Balfour, replying said that with regard to the evacuation of Cologne the Government was awaiting the German reply to the Franco-British disarmament note. He was disinclined to agree with Lord Grey's contention that the prestige of European civilisation had declined since the war, but such would be the case if an agreement did not emerge from the German suggestion. The Government did not consider that progress in arbitra tion principles would be helped, by our axuming additional responsibilities in Eastern Europe beyond those covered by the covenant of the League of Nations.

Concluding the debate, Lord Chan cellor Cave said the pact had not yet been framed, but would be in the course of negotiation in a few days.
